Because the builder is acting as an agent for the client when preparing and co-ordinating all the approvals and documents required to construct a new home, it is prudent to obtain the approval or consent from the owner of the land to lodge the necessary applications for the approvals needed.

In some cases, the owner of the land may not be the client building the home. The land may not be transferred to the new owner's name at the point where the application needs to be submitted.

In any case, the building certifier will usually require proof that the owner of the land has consented to the applications being made on their behalf.
